Position Title : IT System Development Expert/Consultant
Program : GREEN for Riau Initiative – Jurisdictional REDD+
Location : Riau Province, Indonesia (provincial and national coordination required)
Duration : 6 months
Reports To : GREEN for Riau Secretariat, Country Coordinator of UNEP UNREDD Programme in Indonesia, Project Coordinator from Yayasan PILI
Coordination : Bappeda Riau, DLHK Riau, Ministry of Forestry, Ministry of Environment, relevant national REDD+ institutions, Provincial REDD+ Working Groups (MRV, Safeguards, STRADA, Finance, Benefit Sharing Mechanism/BSM), related consultants under GREEN for Riau Initiative.

 

1. Background

The GREEN for Riau Initiative supports the implementation of Jurisdictional REDD+ (JREDD+) in Riau Province to reduce greenhouse gas emissions from land-use sectors while strengthening governance, transparency, and stakeholder participation. Effective implementation of JREDD+ requires robust digital systems to support grievance redress mechanisms, information dissemination, emission reduction monitoring, and coordination among multiple stakeholders.

Currently, the need for integrated, user-friendly, and transparent IT systems at the subnational level has become increasingly critical. This includes (i) the development of an IT-based grievance mechanism to ensure accountability, accessibility, and responsiveness to stakeholder concerns, and (ii) the upgrading and maintenance of the GREEN for Riau website, including Web GIS–based dashboards for monitoring and reporting emission reductions.

In addition, effective coordination among government institutions, technical experts, and development partners requires structured and well-documented technical meetings supported by adequate IT and technical backstopping.

To address these needs, the IT System Development Expert will provide technical leadership and hands-on support for system design, development, deployment, capacity building, and maintenance to strengthen digital infrastructure supporting JREDD+ implementation in Riau Province.

 

2. Objectives

Overall objective:

To strengthen digital systems and IT-based governance mechanisms that support transparent, inclusive, and effective implementation of Jurisdictional REDD+ under the GREEN for Riau Initiative.

Specific objectives include:

  • To design and operationalize an IT-based grievance redress mechanism at the subnational level.
  • To upgrade, manage, and maintain the GREEN for Riau website, including Web GIS–based dashboards for emission reduction monitoring and reporting.
  • To enhance stakeholder access to REDD+ data, knowledge products, and reporting tools through digital platforms.
  • To provide technical support for the organization and follow-up of REDD+-related technical meetings at provincial and national levels.

 

3. Scope of Work

The consultant will undertake the following tasks:

1. System Development for Subnational Grievance Mechanism

  • Conduct a needs assessment on grievance handling, conflict issues, and existing mechanisms in Riau Province.
  • Design an IT-based grievance redress system, including dashboard, case tracking, reporting, and feedback features.
  • Develop, test, and refine the grievance mechanism system in consultation with stakeholders.
  • Provide training for provincial, district government officials, and community representatives on system use.
  • Monitor system usage and improve functionality based on user feedback and lessons learned.

2. GREEN for Riau Website and Web GIS Development

  • Review and assess the existing GREEN for Riau website content, design, and functionality.
  • Prepare a website upgrade plan, including design mock-ups and system architecture.
  • Upgrade website features, including multilingual support, data visualization, interactive maps, and Web GIS–based dashboards for emission reduction monitoring and reporting.
  • Upload, manage, and regularly update REDD+ data, reports, and knowledge products.
  • Provide continuous IT support, troubleshooting, and system maintenance.
  • Integrate website analytics and user feedback to improve usability and outreach.

3. Technical Meeting Support and Coordination

  • Develop an annual technical meeting calendar in coordination with government institutions and partners.
  • Prepare meeting agendas, technical papers, briefing notes, and presentation materials.
  • Provide technical facilitation support during meetings with national, provincial, and district stakeholders.
  • Document meeting proceedings, key discussions, and agreed action points.
  • Support follow-up actions and provide technical backstopping as required.

4. Documentation and Reporting

  • Prepare technical reports, meeting documentation, and analytical outputs in English and Bahasa Indonesia.
  • Consolidate lessons learned, governance gaps, and recommendations to inform ongoing REDD+ and nesting implementation in Riau.

Note: All Deliverables/outputs should be made in English and Bahasa Indonesia.

 

5. Expected Outcomes

  • Functional and transparent IT-based grievance redress mechanism supporting REDD+ governance in Riau.
  • Improved access to REDD+ data, monitoring results, and knowledge products through a modernized website and Web GIS dashboard.
  • Strengthened coordination and technical alignment among stakeholders through well-supported technical meetings.
  • Enhanced transparency, accountability, and stakeholder engagement in Jurisdictional REDD+ implementation.

 

6. Qualifications

1. Education & Experience:

  • Minimum Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related fields (Master’s degree preferred).
  • At least 5 years of professional experience in IT system development, web-based platforms, or GIS-enabled systems.
  • Proven experience supporting government or development programs, preferably related to environment, climate change, or REDD+.

2. Technical Skills:

  • Strong experience in web development, database management, and system integration.
  • Experience with Web GIS, spatial data visualization, and dashboard development.
  • Proven ability to design and manage grievance or case management systems.
  • Experience in user training, system documentation, and IT troubleshooting.

3. Other Requirements:

  • Strong analytical, communication, and report-writing skills.
  • Ability to work with multi-stakeholder environments at national and subnational levels.
  • Fluency in English and Bahasa Indonesia (written and spoken).
  • Familiarity with REDD+, climate governance, or the Riau Province context is an asset.
