Position Title : Communications Specialist (Individual Consultant)
Programme : GREEN for Riau / Jurisdictional REDD+ (JREDD+) – Riau Province
Location :Duty station : Jakarta, Indonesia (Hybrid arrangement possible)
Travel : Periodic travel to Riau Province may be required.
Duration : 6 months (with possibility for extension)
Reports to : Program Coordinator (PILI) in coordination with UNEP Regional Coordinator Forestsand Climate.
- Background
The GREEN for Riau initiative under the Jurisdictional REDD+ (JREDD+) programme in Riau Province supports sustainable forest management, climate mitigation, biodiversity protection, and inclusive development. The programme seeks to reduce emissions from deforestation and forest degradation while strengthening environmental governance and community participation.
Effective communications and public engagement are essential for the success of the programme. Clear and strategic communications can increase public awareness, strengthen transparency and accountability, enhance partnerships with national and international stakeholders, and amplify the impact of project achievements.
To support these efforts, UNEP seeks to recruit a Communications Specialist to develop and implement a comprehensive communication strategy for the GREEN for Riau programme. The specialist will work closely with project teams, government counterparts, and the United Nations communications networks to ensure the visibility of the programme’s outcomes and strengthen engagement with stakeholders at local, national, and global levels.
- Objectives
The Communications Specialist will support the GREEN For Riau project by:
- Developing and implementing a strategic communication approach to increase the visibility and impact of the GREEN for Riau programme.
- Strengthening communications coordination between UNEP, project partners, government stakeholders, and the United Nations communications network in Indonesia.
- Ensuring consistent and high-quality communication products that highlight the programme’s achievements, impacts, and lessons learned.
- Enhancing public awareness and stakeholder engagement on forest conservation, sustainable land use, and climate action in the Riau Province.
- Scope of Work
The Communications Specialist will work closely with UNEP and the project implementation team to deliver the following activities:
A. Communication Strategy Development and Planning
- Develop, implement, and monitor a comprehensive Communication Strategy and workplan for the GREEN for Riau programme.
- Identify communications targets, indicators, and outreach approaches that support project visibility and stakeholder engagement.
- Ensure that communications activities align with UNEP communications policies, UN branding guidelines, and relevant corporate standards.
B. Content Development and Communications Products
- Coordinate the drafting, design, and development of communications materials related to the GREEN for Riau project activities and impacts, including:
- Website content
- Social media posts
- Press releases
- Articles, stories, and opinion editorial
- Photo documentation
- Infographics and visual materials
- Develop news and feature stories highlighting project milestones, field activities, and beneficiary impacts.
- Prepare communications materials to support project events, launches, workshops, and field missions.
C. Digital Communications and Platforms
- Upload and manage communications content on relevant websites and social media platforms, or liaise with designated focal points responsible for maintaining these channels.
- Ensure that all digital content follows UN editorial standards and branding guidelines.
- Monitor communications outputs and engagement metrics to assess outreach performance.
D. Media and Public Outreach
- Strengthen media relations by maintaining a database of media contacts and partners.
- Support the preparation of press releases, talking points, media briefings, and interviews.
- Identify and develop compelling stories showcasing the programme’s impact for national and international media.
- Organize and support media field visits to project sites where relevant.
E. Coordination with UN Communication Networks
- Serve as the focal point for coordination with the UNEP Regional Office for Asia and the Pacific communications team to amplify GREEN for Riau in regional and global UNEP channels.
- Liaise with the United Nations Information Centre in Indonesia to support amplification of the project and increase the visibility of GREEN for Riau within the broader UN system.
F. Other Responsibilities
- Participate in relevant meetings and provide communications advice to project teams and stakeholders.
- Support communications planning for key international observances and environmental campaigns where relevant.
- Perform other duties as assigned by the supervisor.

- High-quality communication materials that showcase best practices and lessons learned from the programme.
- Qualifications
- Degree in Communications, Journalism, International Relations, Environmental Studies, Development Studies, or related fields.
• Minimum 3 -5 years of professional experience in communications, media relations, or public information, preferably within development, environmental, or climate-related programmes.
• Demonstrated experience developing communication strategies and producing multimedia communication products.
• Strong understanding of UN communications standards and development communications approaches.
• Experience working with international organisations, UN Agencies, development partners, and media organizations in Indonesia is an advantage.
• Excellent written and spoken in English and Bahasa Indonesia
