BENEFIT SHARING PLAN (BSP) SPECIALIST FOR THE GREEN FOR RIAU INITIATIVE (G4RI)
I. Background
Riau Province is committed to reducing emissions from deforestation and forest degradation through the Jurisdictional REDD+ (JREDD+) Program, which aims to balance environmental protection, human rights, biodiversity conservation, and equitable benefit-sharing for Indigenous Peoples and local communities (IPLC). The program aligns with Indonesia’s Safeguard Information System for REDD+ (SIS-REDD+) and other recognized environmental and social safeguard standards. This ensures compliance with national and international requirements for results-based payments and the issuance of high-integrity carbon credits under frameworks such as ART-TREES, VCS Jurisdictional and Nested REDD+ (JNR), and the Green Climate Fund (GCF).
The GREEN for Riau Initiative (G4RI) complements these efforts as a strategic platform to advance low-carbon and sustainable development in Riau Province. G4RI aims to align provincial strategies with Indonesia’s national commitments on climate change mitigation and sustainable land use, while supporting the broader objectives of the Emission Reduction (ER) Program and contributing to jurisdictional carbon performance at scale.
A key component of these initiatives is the establishment of a Benefit Sharing Mechanism (BSM), a system designed to ensure that future results-based payments are distributed equitably, transparently, and effectively. The mechanism will incentivize low-carbon practices, strengthen local governance, and deliver tangible benefits to communities and stakeholders contributing to verified emission reductions.
To support this process, G4RI will engage a Benefit Sharing Plan Specialist to lead the design, consultation, and institutionalization of a robust and inclusive benefit-sharing system. The Specialist will ensure that the mechanism integrates social, environmental, and economic considerations across relevant sectors, fostering accountability, equity, and sustainability in the implementation of JREDD+ and G4RI across Riau Province.
II. Job Description
The Benefit Sharing Plan (BSP) Specialist will serve as a key consultant under the GREEN for Riau Initiative (G4RI). The consultant will be responsible for designing and institutionalizing an equitable and transparent benefit-sharing mechanism to supports emission reduction efforts across Riau Province. The role requires a blend of technical, analytical, and stakeholder engagement expertise to ensure that results-based payments are effectively used to promote sustainable, low-carbon development.
III. Scope of Work and Key Task
The Benefit Sharing Plan Specialist will undertake a series of strategic, analytical, and coordination activities to design and implement an equitable benefit-sharing mechanism under the GREEN for Riau Initiative (G4RI). The key responsibilities are outlined below:
- Provide strategic input into the design of a benefit-sharing mechanism, ensuring that future results-based payments are effectively leveraged to incentivize low-carbon practices under the Green for Riau Initiative (G4RI).
- Undertake a comprehensive identification and profiling of beneficiaries who contribute to the Emission Reduction (ER) program within the G4RI framework.
- Support the development of a benefit-sharing plan that is coherent with G4RI’s strategic objectives and harmonized with existing national and provincial (Riau) benefit-sharing frameworks.
- Lead the formulation and institutionalization of benefit-sharing mechanism guidelines, ensuring alignment with relevant policy instruments and operational feasibility.
- Facilitate capacity-building activities at both national and sub-national levels, ensuring inclusive stakeholder engagement through transparent, participatory processes. All consultations shall be systematically documented.
- Coordinate the development of an agreed benefit-sharing mechanism at sub-national and local levels, informed by robust analysis, field assessments, and stakeholder consultations. This includes:
- Identification of eligible beneficiaries,
- Determination of benefit allocation modalities,
- Establishment of operational mechanisms,
- Piloting of non-carbon benefit-sharing models. The mechanism shall also articulate the fund flow architecture from contributors/buyers to the Government of Indonesia (GOI) and onward to local beneficiaries.
- Ensure the benefit-sharing mechanism incorporates three core design typologies, namely:
- Indirect interventions contributing to emission reductions (e.g., education, outreach, extension services),
- Community-based activities with direct upstream and downstream emission reduction impacts,
- Conservation-focused initiatives, including forest and national park protection.
- Maintain effective coordination with all G4RI stakeholders, including individual consultants, throughout the implementation period to ensure consistency, synergy, and timely delivery of outputs.
IV. Ultimate Result of Service
The consultant is expected to deliver the following outputs and results:
- G4RI Benefit-Sharing Mechanism Guideline: A comprehensive, implementable document developed through a participatory stakeholder process, aligned with national and sub-national policy frameworks.
- Operational guideline detailing procedures for the distribution of both carbon and non-carbon benefits, including a verified list of potential beneficiaries under the G4RI ER Program.
- Finalized and endorsed benefit-sharing mechanism, reflecting the three core design typologies outlined in the scope of work.
- Benefit Sharing Plan document, inclusive of stakeholder mapping, benefit allocation indices, and site-level implementation strategies.
- Sectoral design document outlining benefit-sharing mechanisms applicable to forestry, agriculture, and other relevant sectors.
V. Reporting
The consultant will work under the direct supervision of G4RI Project Manager, in coordination with the national/subnational government counterparts, which will provide technical guidance as required. All reports and deliverables (inception, progress, and final) must be submitted in both Bahasa Indonesia and English, in written and presentation formats, to the Project Manager of G4RI.
The final report shall be submitted no later than two weeks prior to the conclusion of the assignment. The reporting schedule will be determined by the Project Manager of G4RI.
VI. Qualification Requirements/Evaluation Criteria
- Advanced degree (Master’s or Bachelor’s) in environmental economics, forestry, agriculture, or related fields, with relevant experience in fiscal and forestry issues in Indonesia.
- Proven expertise in REDD+ and benefit-sharing mechanisms, with a minimum of 5 years of professional experience for Master’s degree holders, or 7 years for Bachelor’s degree holders.
- Experience working in Riau is preferable and familiarity with the Government of Indonesia’s institutional structure and procedures is an asset.
- Strong analytical, communication, and stakeholder engagement skills.
- Demonstrated ability to deliver results with a client-oriented approach.
- Proficiency in both written and spoken English and Bahasa Indonesia.
VII. Timeline and Deliverables
The consultancy will span six (6) months from the contract signing date, under an output-based arrangement. Work may be conducted intermittently, subject to agreement with national/subnational government and the project manager of G4RI. The following are the allocated days to achieve the expected deliverables:
