I. Background/Project Description
In 2021, Indonesia submitted its first NDC, highlighting REDD+ as a crucial strategy for achieve the goals of the Convention. The country has completed the Warsaw Framework for REDD+: it has a 2021-2030 REDD+ National Strategy and its second Forest Reference Level (FRL) was submitted in 2022. Indonesia has implemented a National Forest Monitoring System (NFMS) and a Safeguards Information System (SIS) has been established, based on the seven Cancun Safeguards principles, with an interactive web interface (sisredd.menlhk.go.id).
Indonesia has further built on the Cancun Safeguards to formulate a national set of Principles, Criteria and Indicators (PCI) including 17 criteria and 32 indicators. These are used in conjunction with a toolkit for safeguards implementation (Alat Penilai Pelaksanaan Safeguards, or APPS) to monitor safeguards implementation in REDD+ activities.
In terms of REDD+ implementation, Indonesia’s East Kalimantan Province currently has a jurisdictional-level emissions reduction program with the Forest Carbon Partnership Facility. Additionally, the BioCarbon Fund is funding Jambi’s implementation of a Sustainable Landscape Management Project. The country is also running a Green Climate Fund project after successfully submitting results for result-based payments (RBPs).
In 2022, Indonesia has signed a new MoU with Norway for a results-based climate partnership in which Norway will annually support Indonesia’s efforts to reduce deforestation and meet its nationally determined contribution (NDC) under the Paris Agreement. On the voluntary market, projects generating emission reductions in Indonesia include the Rimba Raya peat swamp forest and the Restorasi Ekosistem Riau project in Sumatra.
The UN-REDD Programme provides technical assistance to the Government of Indonesia to implement its Forestry and Other Land Use Net Sink Plan to 2030, which aims to make the FOLU sector a net annual sink of 140 million tons of CO2e. This includes technical assistance to the Ministry of Environment (MoE) at the national and provincial level to strengthen institutional implementation of the national REDD+ safeguards approach and integrate data into SIS REDD+.
In line with these goals, UNEP, through Yayasan PILI, seeks to recruit an IT consultant. The consultant will play a vital role in conducting a comprehensive analysis of the REDD+ websites in East Kalimantan and Jambi to get lessons learned to identify best practices and develop a more attractive and innovative prototype version of the REDD+ website for Riau Province. Additionally, the consultant will consult with the contact person managing and running the REDD+ website in East Kalimantan and Jambi, including organizing a Focus Group Discussion (FGD) to gather stakeholder feedback on institutional arrangements and technical specifications for Riau’s website.
Furthermore, the consultant will also be responsible for developing a strategic roadmap to improve the existing National SIS-REDD+ website. This roadmap will guide phased improvements to optimize data integration and reporting at the national and provincial levels, supporting Indonesia’s REDD+ strategy and commitments under the Paris Agreement.
II. Objectives
The objectives of this project, are:
1.) Conduct an analysis of existing REDD+ websites in East Kalimantan, Jambi, and one other country (TBC)
Assess the current REDD+ websites in East Kalimantan, Jambi, and one other country (TBC) to identify best practices and areas for improvement in functionality, security, and scalability, which will inform the development of a similar platform for Riau Province.
2.) Develop a prototype version of the Riau Province REDD+ Website
Utilize the insights from the East Kalimantan, Jambi, and one other country REDD+ (TBC) website analysis to create a prototype version of the REDD+ website for Riau Province. This will involve conducting 2 (two) online Focus Group Discussion (FGD) to gather stakeholder input on objectives of the website, website development, institutional arrangements, and necessary technical features including back-end and front-end.
3.) Enhance the National SIS-REDD+ Website through a Strategic Roadmap
Develop a strategic roadmap to enhance the existing National SIS-REDD+ website. This roadmap will outline phased improvements to review the SIS objectives/priority needs, optimize functionality, data integration, and reporting capabilities, ensuring the platform supports both national and provincial-level REDD+ safeguards implementation and aligns with Indonesia’s commitments under the Paris Agreement.
III. Job Description
The IT Expert Consultant will provide specialized technical support to enhance the National SIS REDD+ website and develop a prototype version for Riau Province. Drawing on the best practices from REDD+ websites in East Kalimantan, Jambi, and one other country, the consultant will work closely with the Ministry of Environment (MoE) IT team. This collaboration includes organizing minimum 2 (two) online Focus Group Discussion (FGD) to gather feedback from key stakeholders on technical needs and institutional arrangements. Key tasks include creating a strategic roadmap for phased improvements to the National SIS REDD+ website, focusing on improved data integration and reporting at both national and provincial levels, aligned with Indonesia’s commitments under the Paris Agreement.
IV. Main Task
To provide technical assistance to MoE at the national level in strengthening the institutional implementation of the national and sub-national REDD+ safeguards approach and integrating data into the SIS REDD+, 1 expert (consultant services) is required with the following main task description:
1) Conduct a Comprehensive Analysis of REDD+ Websites in East Kalimantan, Jambi, and one other country (TBC) with guidance from MoE and UNEP-WCMC, the consultant will:
- Develop a workplan for analysis, including a detail methodology, schedule, and steps to conduct analysis
- Conduct a rapid review of the IT arrangements (e.g., content, layout, architecture, infrastructure, information flows, user experience, and performance) for the REDD+ websites in East Kalimantan, Jambi, and one other country (TBC).
2) Develop a Prototype Version of the Riau Province REDD+ Website; based on the analysis, the consultant will:
- Utilize the findings from the East Kalimantan, Jambi, and one other country (TBC) REDD+ websites to develop a prototype version for the REDD+ website in Riau Province is attractive, innovative, and user-friendly.
- Organize and conduct minimum 2 (two) online Focus Group Discussion (FGD) with relevant stakeholders to review the prototype version, discuss potential institutional arrangements, and gather feedback for further improvements.
3.) Develop a Strategic Roadmap for Enhancing the National SIS-REDD+ Website. Create a comprehensive, phased roadmap to enhance the existing National SIS-REDD+ website. This roadmap should include:
- Review/analysis of potential gaps and needs to meet current objectives for the National SIS-REDD Website
- A document that includes a milestone, prioritized tasks, and resource requirements for each phase of enhancement.
- Defined success metrics to evaluate progress and ensure alignment with national and provincial-level REDD+ safeguards objectives.
- A strategic plan to integrate provincial-level REDD+ data and reporting tools into the national system, facilitating seamless data flow and improved reporting capabilities.
- Specifying any needs for other data or data integration to other systems (e.g. SRN)
V. Outputs
The expected outputs of the recruitment of IT Expert Consultant are as follows:
1) Output 1: Workplan for Analysis
A workplan detailing the methodology, schedule, and steps to conduct analysis. The workplan should be written in Bahasa Indonesia and English language.
2) Output 2: Comprehensive Analysis Report
A report that presents a comprehensive analysis of the structure, functionalities, and institutional arrangements of the REDD+ websites in East Kalimantan, Jambi, and 1 (one) other country (TBC) website. The report should be written in Bahasa Indonesia and English language.
3) Output 3: FGD Report on Website Development and Institutional Arrangements
A summary of 2 (two) online Focus Group Discussion (FGD), including the discussion of the development of the REDD+ website for Riau Province and its institutional arrangements and FGD to gather feedbacks from related stakeholders on the prototype version. The report should be written in Bahasa Indonesia and English language.
4) Output 4: Prototype Version of the Riau REDD+ Website
A prototype vesion of the Riau REDD+ website that can be presented to the stakeholders.
5) Output 5: Draft of the Roadmap Document for Enhancing the National SIS-REDD+ Website
An initial roadmap outlining phased enhancements, data integration strategies, and milestones to support national and provincial REDD+ safeguards reporting. The document should be written in Bahasa Indonesia and English language.
6) Output 6: Final Roadmap Document Incorporating Stakeholders Feedback
A final roadmap document revised based on feedback from stakeholders. The document should be written in Bahasa Indonesia and English language.
VI. Reporting
The IT Expert Consultant will report to the National Programme officer of UNEP in Indonesia and will engage with stakeholders, particularly the Ministry of Environment (MoE) IT team, safeguards consultant and the MoE itself, also UNEP-WCMC for the technical backstopping. The Consultant will provide administrative reports to Yayasan PILI.
VII. Qualifications
- Advanced degree in a relevant field, such as computer science and information technology, computer engineering, management information systems, or other related fields.
- A minimum of 7 years of relevant professional experience and proven track record on application development. Prior work experience in forestry projects and familiarity with the government laws and regulations on environment and forestry as well as World Bank’s ESF and/or GCF safeguards will be an advantage.
- Have experience in web-based application development
- Have experience in supporting the MoE regarding IT/data management
- Have experience in organizing discussions with related stakeholders on developing a website.
- Mastering at least 1 programming language (preferably Java), and have experience in using Java frameworks such as Spring and JavaScript frameworks such as ReactJS, NodeJS, Angular, and Vue
- Demonstrated ability to work independently with limited supervision, and achieving results with agreed upon objectives and deadlines;
- Strong client orientation with commitment to results on the ground.
- Strong English and Bahasa Indonesia communication skills, both written and oral.
VIII. Placement
The IT Expert Consultant will work part-time, with the duty station based in Jakarta (MoE). The consultant will be required to coordinate extensively with the IT consultant from MoE, safeguards consultant as well as with MoE itself.
IX. Timeline
All outputs produced by experts/consultant are implemented within a maximum of 3 (three) months for 3 terms, starting on December 1st, 2024 and ending on February 28th, 2025. The implementation schedule can be seen as follows
1) Term 1
Activities:
a) Develop a workplan for analysis, including a detail methodology, schedule, and steps to conduct analysis
b) Conduct a rapid review of the IT arrangements (e.g., content, architecture, infrastructure, information flows, user experience, and performance) for the REDD+ websites in East Kalimantan, Jambi, and one other country REDD+ website.
2) Term 2
Activities:
a) Utilize the findings from the East Kalimantan, Jambi, and one other country REDD+ websites to develop a prototype version for the REDD+ website in Riau Province.
b) Organize and conduct 2 (two) online Focus Group Discussion (FGD) with relevant stakeholders to review the prototype version, discuss potential institutional arrangements, and gather feedback for further improvements.
3) Term 3
Activities:
a) Create a comprehensive, phased roadmap to enhance the existing National SIS-REDD+ website. This roadmap should include:
- A timeline, prioritized tasks, and resource requirements for each phase of enhancement.
- Defined success metrics to evaluate progress and ensure alignment with national and provincial-level REDD+ safeguards objectives.
- A strategic plan to integrate provincial-level REDD+ data and reporting tools into the national system, facilitating seamless data flow and improved reporting capabilities.
X. Financing
The total budget required for the procurement of 1 (one) Expert (consultant) is IDR 200,000,000,- (Two hundred million rupiah) tax borne by the government because the financing comes from Yayasan PILI through the UN-REDD Programme Technical Assistance Budget under the United Nations Environment Programme (UNEP) Budget 2024. The type of contract is a lump sum contract with output-based assignment.
