I. Background

Indonesia submitted its first NDC in 2021, in which REDD+ was named as an important strategy to achieve the goals of the convention. The country has completed the Warsaw Framework for REDD+: it has a 2021-2030 REDD+ National Strategy and its second Forest Reference Level (FRL) was submitted in 2022. Indonesia has implemented a National Forest Monitoring System (NFMS) and a Safeguards Information System (SIS) has been established, based on the seven Cancun Safeguards principles, with an interactive web interface (sisredd.menlhk.go.id).

Indonesia has further built on the Cancun Safeguards to formulate a national set of Principles, Criteria and Indicators (PCI) including 17 criteria and 32 indicators. These are used in conjunction with a toolkit for safeguards implementation (Alat Penilai Pelaksanaan Safeguards, or APPS) to monitor safeguards implementation in REDD+ activities.

In terms of REDD+ implementation, Indonesia’s East Kalimantan Province currently has a jurisdictional-level Emissions Reduction program with the Forest Carbon Partnership Facility. In addition, Jambi is implementing a Sustainable Landscape Management Project funded by the BioCarbon Fund. The country is also running a Green Climate Fund project after successfully submitting results for result-based payments (RBPs).

The Riau provincial government aims to mirror the strategies employed by East Kalimantan and Jambi provinces in executing the REDD+ Result-based payment initiative. Establishing the framework for REDD+ involves several crucial steps, including ‘the creation of mechanisms for collecting safeguards information to feed into the safeguards information system (SIS). To ensure the development of a regional safeguards approach that meets both national standards and international benchmarks, the Riau administration requires assistance from UNREDD programTA 2024.

The UN-REDD Programme provides technical assistance to the Government of Indonesia for itsForestry and Other Land Use Net Sink Plan to 2030, which aims to make the FOLU sector a net annual sink of 140 million tons of CO2e. This includes technical assistance to the Ministry of Environment and Forests (MOEF) at national and provincial level to strengthen institutional implementation of the national REDD+ safeguards approach and integrate data into SIS REDD+.

II. Objectives

The objectives of this project, are:

1) Support on further operationalization of the national Safeguards Information System (SIS)
2) Strengthening national and provincial knowledge and application of the safeguards.
III. Job Description

The Provincial Safeguards Consultant will work under the direction of the National Safeguards Consultant (once hired) and Yayasan PILI as a partner of UNEP. The Consultant will be responsible for supporting and implementing activities related to safeguards efforts in RiauProvince.

IV. Tasks

In order to provide technical assistance to MoEF at the national and provincial levels to strengthen the institutional implementation of the national REDD+ safeguards approach and integrate data into the REDD+ SIS, through the UN-REDD Programme, 1 (one) expert (consultant services) is required with the following main task description:

1. Review REDD+ SIS information flows and procedures to identify how information from Riau can effectively be provided to the national SIS.
2. Together with UNEP-WCMC, based on a review template, examine the PCI of the SIS REDD+ as well as the associated SIS APPS and expected data sources in order to identify areas where the guidance on reporting for the SIS REDD+ can be strengthened or clarified, and make suggestions for such strengthening and clarification.
3. Conduct background analysis for Riau Province to understand the context of REDD+ safeguards at the province level.
4. Conduct a safeguards/SIS needs assessment specifically related to capacity and needs in implementing safeguards through a short, targeted survey of key officials/stakeholders in the province level.
5. Develop a work plan/roadmap for delivery of technical assistance to meet the identified needs at the Provincial/program level.
6. Draft a background paper for Riau province that includes the results of the background analysis and needs assessment and the work plan/roadmap, and finalize it based on feedback from partners and stakeholders.
7. Support the institutional strengthening on safeguards in Riau as the pilot province, including:
a. Supporting meetings with the working group or similar on safeguards for the pilot province as a facilitator,
b. Supporting events based on the proposed workplan/roadmap on safeguards technical assistance on the province level (including development of events’ TOR, material, and facilitation),
8. Provide technical support and work with the provincial working groups to follow up on the training/s held under point 7. above in order to complete piloting of the SIS APPS guidance and collection and compilation of provincial safeguards data for the SIS REDD+.
9. Support the collection and compilation of data from the Riau Province for possible input to the SIS REDD+ (including facilitation of multi-stakeholder workshop to validate and complement the draft information).
10. Support the development and/or improvement of data input and reporting tools, which may be linked to the piloting of SIS APPS guidance (including testing the link with SRN/other applications)
11. Organize meetings, workshop and perform other work relevant to the main task
V. Outputs

The expected outputs of the recruitment of provincial safeguards consultant are as follows:

1. Completed review template of PCI and SIS-APPS with suggestions for strengthening and clarification
2. Draft needs assessment survey, final survey, survey conducted
3. Draft brief background paper that includes a summary of the context analysis, needs assessment and proposed workplan/roadmap, in English and Bahasa Indonesia.
4. A final background paper that includes proposed workplan/roadmap also including feedback from relevant stakeholders at the provincial level.
5. Training/event TOR and materials for the 3 (three) planned activities as agreed with the working group on safeguards or equivalent stakeholders and 1 (one) multi-stakeholder workshop for validation of data for the SIS REDD+.
6. Report from multi-stakeholder validation workshop
7. Completed safeguard information forms/reports for input into SIS REDD+
VI. Reporting

The Provincial Safeguards Consultant reports the results of his/her work to the UN-REDD Technical assistance Coordinator (National Safeguards Consultant once hired) and Yayasan PILI as a partner of UNEP, with feedbacks from the MoEF or relevant stakeholders in the provincial level. The reporting includes a summary report of the work progress and outputs listed in point IV and V.

VII. Service Provider Qualifications
1. The specialist should have a Bachelor Degree in a relevant field. Post-Graduate Degree is preferred.
2. A minimum of 10 years of work experience in forestry projects and familiarity with the government laws and regulations on environment and forestry as well as World Bank’s ESF will be an advantage.
3. A minimum of 3 years of relevant professional experience and proven track record on social safeguard and impact management.
4. Familiarity with the key elements of the SIS REDD+ in Indonesia and have experience working in provincial/national level (in particular the PCI and APPS).
5. Have experience on conducting or facilitating training or capacity building related to safeguard implementation.
6. Ability to think strategically and conduct coordination and dialogues with multi- stakeholders across project implementation levels.
7. Demonstrated capacity to undertake operational and analytical tasks, work in teams, and share knowledge.
8. Track record of dealing effectively with external and internal clients.
9. Demonstrated ability to work independently with limited supervision, and achieving results with agreed upon objectives and deadlines;
10. Field experience is highly desirable;
11. Prior experience of working in donor-funded projects and multi-tasking skills is preferable.
12. Strong client orientation with commitment to results on the ground.
13. Strong English and Bahasa Indonesia communication skills, both written and oral.
VIII. Placement

The Provincial Safeguard Consultant will be assigned to Riau as the pilot province selected by MoEF. Trips to the assigned province will be arranged based on outputs to be achieved.
